  • Responsible for interpreting the Company's Disciplinary Code and Procedure to ensure that both Line Management and employees understand their rights and responsibilities
  • To interpret and advise Line Management regarding the provisions of the discipline Code and Procedure when Line Management is uncertain about the appropriate Charge.
  • To advise Line Managers about procedures to be followed in dealing with Disciplinary incidents.
  • To ensure that employees understand their right to make statements, be represented and their right to cross-examine witnesses during disciplinary hearings.
  • To frame charges against employee concerned and will conduct any further investigation, which may be required to ensure that all relevant information relating to the issue at hand are taken into account.
  • Responsible for advising Line Managers who chair disciplinary hearings to ensure that both procedural and substantive fairness are maintained.
  • To record the Disciplinary proceedings and will ensure that a dossier is compiled containing all information relating to the hearing.
  • To ensure that the appeal statement and the record of the original hearing are submitted to the relevant Line Manager and that an appeal hearing session is scheduled in accordance with the timeframe set out in the Disciplinary Code and Procedure.
  • To ensure that the employee concerned is given adequate notice of the date of the appeal hearing and that he/she is advised of his right to be represented by a shop steward in the case of a union member or a colleague.
  • To record the appeal proceedings and provide guidance to both the relevant Line Manager and the employee concerned to ensure that the proceedings are both procedurally and substantively fair.
  • Ensure that Supervisors and employees are aware of the Labour Law and its contents to enable the company to conduct its operations within the bounds and regulations prescribed by the Namibian Government.
  • To ensure that supervisors and employees understand the role of trade unions and its politics.
  • Advise managers on the legal implications of industrial relations strategies and up to date trade union legislation.
  • Educate workers on all principles of contracts within the city e.g. Employment Contracts, Basic Conditions of Employment, Disciplinary code, Code of ethics etc.
  • Formulating the charges and investigate the cases on daily bases
