I have over 10 years of working experience in the public service and State-Owned Enterprises (SOEs) in Namibia. I have a Degree in Economics (NQF Level 7) from NUST, a Post Graduate Diploma in Development Finance (NQF Level 8) from the University of Stellenbosch, South Africa, and a Bachelor of Economics Honours (NQF Level 8) from NUST.

  • Conducting economic evaluations and cost implication of all studies (including feasibility studies); Analyzes and updates the priority projects in the Medium to Long Term Roads Master Plan and Regional Roads Master Plans; Communicates the priority projects and programmes to Network Planning and Consultation, Construction and Rehabilitation and Maintenance Divisions for reprioritization and budgeting purposes; Performs calculations for investment decisions; Calculating internal rate of return, Net Present Value and cost benefit ratio of projects for re-evaluation and updating of priorities and actual costs; Compiling the progress reports on NDPs achievements, write submissions to National Planning Commission as well as to the Ministry of Works and Transport; Preparing project identification forms for registration of projects by the National Planning Commission; Preparing Project Briefs for Ministry of Works and Transport as well as to the Road Fund Administration and Donor Funding Agencies; Conducts Assessments on overall Roads Authority Capital Budget to monitor the levels of budget balance between road network expansion/development and road asset preservation; Calculating different financial options and submit to Principal Transport Economist for budget recommendation; Compiling the divisional expenditure and the Roads Authority capital budget cash flow forecast for submission to RFA for project payments; Overseeing the work done by consultant and comment on draft reports; Updating industrial indexes that influence the construction prices; Checking that the agreed budget with Government (Ministry of Works and Transport) development Partners is integrated on the RA Business plan; Preparing the administration and operation budget of the Division Network Planning and Consultation and incorporating it into the main budget; Compiling of financial models and reports based on historical budget information, planned and actual, recommendations and advice; Assessing the criteria of selecting Labour- based projects and integrates data of population, road conditions, access provision and traffic volumes into the selection criteria; Compiling ad hoc reports upon request internally and by external stakeholders; Preparing the Sectoral Execution Plan (SEP) as well as the Annual Sectoral Execution Plan (ASEP) for the Roads Authority which is submitted to the Ministry of Works and Transport and National Planning Commission; Coordinating the development of the Roads Authority Key Performance Indicators to be aligned to NDP4 as per request of the Ministry of Works and Transport and National Planning Commission.

Hobbies and Interests

As an Economist by profession, my interest lies within the areas of economic and econometric models as well as endeavors within the Development Financial Institutions. With the level of experience and skills acquired, I am interested in transferring my knowledge through academics, research, and articles that can benefit our government, private sector, tertiary institutions, and young generation in the future. In my personal capacity, I formulate business plans for MSMEs that wish to seek funding from commercial banks and other funding institutions. Those MSMEs promote economic activities for gain in various sectors of the economy and have the ability to promote to socio-economic development of Namibia.
