  • Plan, direct and review annual work Program plan, coordinate, monitor policies, methods and procedures of divisional activities and reports of the department
  • Formulate and manage policies, bi-laws and any other documents for Council such as Acknowledgment of Debts, Memorandums of Understanding, Twinning Agreements etc
  • Monitor policies and programme performances; and makes recommendations on programmes administration and standard to ensure that goals are achieved
  • Encourage public in development of the town and enforcement of rules and regulations
  • Direct, liaise regularly with the relevant departments or stakeholders in the Municipality framework
  • Coordinate and facilitate Emergency response activities and law enforcement strategies to ensure enforcement of policies and regulations
  • Coordinate and initiate land delivery, low cost housing and informal settlements
  • Including and not limited to Shack Dwellers Federation, NHAG, and also the Flexible Land Tenure System
  • Draft alienation contracts and agreements in line with the statutory requirements
  • Render legal opinion on matters affecting council and assist other departments in developing agreements, third-party agreements, policies and regulations
  • Coordinate social welfare programmes for the wellbeing of the general public
  • Manage the flow of information on departmental services and programmes
  • Submit Monthly Reports of the divisions under Community Services which are Properties (formal and informal human settlements), Emergency Response and Fire Services, Community Development, Traffic and Law Enforcement, Informal Settlements as well as the Otjiwarongo Multi-Purpose Help Centre
  • Render legal opinion on legislation such as the Public Private Partnerships Act, Public Procurement Act, the Local Authorities Act etc
  • Together with the SE: Community Services, provide strategic support to the organization through the management and controlling of the Department of Community Services in developing the department’s goals, policies and procedures for Environmental Health, Properties, Housing, Informal areas, Emergency services, Law Enforcement and Social Welfare
  • Plan, control and execute financial management in terms of the Capital and Operational budget of the Council in liaison with the SE: Community Services
  • Coordinate departmental performance towards the overall goal of the organization
  • Member of the Special Vehicle Steering Committees executing the Public Private Partnerships on behalf of Council
  • Execute the financial plans of all the divisions in line with the Annual Procurement Plan.
