Dr. Caeser Magumba, a public health specialist and Capacity Building Coach, currently a self-employed public health consultant is a highly self-motivated, hardworking and innovative public health leader and mentor, with medical and public health training, research and practice skills.

Dr. Magumba is a registered health practitioner with the Uganda Medical and Dental Practitioners Council (UMDPC), Health Professionals council of Zambia (HPCZ), Professionals Council of Namibia (HPCNA) and a registered member of the colleges of medicine of South Africa (CMSA) as an HIV diplomate.

In 12 years of medical and public health practice, Caeser Magumba has been instrumental in implementing public health programmes especially TB/HIV in Southern Africa (Ministry of Health, Zambia and Ministry of Health, Namibia) and East Africa (Infectious Diseases Institute, Makerere University College of Health Sciences Kampala-Uganda). Caeser has been at the forefront providing leadership and mentorship in Africa through designing sustainable mentorship programmes. Caeser's guidance has been key in the establishment and institutionalizing quality improvement projects in TB/HIV Care at various health facilities and organizations. Dr. Caeser Magumba has been training and will continue to support TB/HIV related trainings together with other public health initiatives.

Dr. Magumba is a holder of an MBChB degree from Makerere University Kampala-Uganda, a Postgraduate Diploma in Clinical Management of HIV from the Colleges of Medicine of South Africa, a Master of Public Health (MPH) and a doctor of philosophy (PhD) in Public Health from Central University of Nicaragua.

Caeser is a young researcher with few publications and several abstracts mainly in TB/HIV work. Magumba has been mentoring many young health professionals to take on career opportunities in public health. And as a public health leader, Magumba will continue to position himself better whilst providing the much-needed mentorship and public health leadership.

Dr. Magumba has established wide networks to foster mentorship and research collaborations including Makerere University, Texila American University, Kabwe College of Health sciences and many different health ministries.

Caeser has worked as an HIV Cohort Medical Officer with the Infectious Diseases Institute, Makerere University where he provided leadership and mentorship to many health care workers. He later moved to Zambia as a Senior Medical Officer for TB/HIV services under the ministry of health. During the time in Zambia, Caeser created a network of mentors that provided nationwide guidance and leadership. Dr. Magumba has worked in Namibia under different roles including District Medical officer for TB/HIV, Regional TB/HIV physician, Regional TB/HIV advisor and his most recent position as a Managing Director before deciding to relocate to Uganda.

Caeser’s vision is “African countries fostering centres of excellence for a new public health order, mentorship, health systems strengthening, research and innovation moving towards achieving the agenda 2063”.
