• Coordinate outreach programs to promote council services and resources
• Facilitate community engagement initiatives to strengthen local relationships.
• Identify capital projects for approval and implementation.

•Liaise and consult with stakeholders and Local Authorities on the construction of houses in informal settlements and the implementation of the Flexible Land Tenure Act

•Develop Directorate and Divisional Annual Plans, Quarterly Plans and Reviews

•Provide inputs for the amendment and development of housing policies

•Spearhead the Development of the Namibia Housing Information System

•Review and report on progress made with the implementation of National Development Plan

• Recommend and Process approvals for land rights applications

•Provide support and training to Communal Land Boards, Traditional Authorities and communities

•Development and Amendment of legal framework

•Develop and review management plans

•Facilitate Infrastructure Development, Lease Compliance and Local Level Participatory Planning

• Mapping and Demarcation of Communal Land hold parcels

•Provide secretarial services to the Flexible Land Tenure Regulations Committee

•Facilitate the drafting of the Flexible Land Tenure Regulations by the consultant in accordance with the terms of reference.

• Preparations of Lectures for course: Applied Regional and Rural Local Economic Development.

•Draw up question papers for tests, examinations and assignments.

• Provide secretarial services to the Flexible Land Tenure Regulations Committee
• Facilitate the drafting of the Flexible Land Tenure Regulations by the consultant in accordance with the terms of reference.
• Assist LBTA planners on the implementation of the Communal Land Reform Act
